Alcohol on an ingredient list is two unrelated things

Cetyl, cetearyl, stearyl and behenyl alcohol are long-chain waxy solids used to thicken emulsions and soften the surface. The fatty ones are structurally closer to a wax than to anything in a spirits bottle, and they do not dry skin out. A great many people avoid excellent moisturisers because a fatty alcohol appeared in the list and the word triggered alarm.

It thins a formula so it spreads easily, which matters enormously for products applied over a large area.
It can improve how far other ingredients penetrate, which is useful for actives and unhelpful for irritants in the same formula. It also functions as part of a preservative system at higher concentrations, which is a legitimate technical reason to include it.

At high concentration it can strip surface lipids and increase water loss, and skin that is already dry or compromised feels that immediately.
